Sure, this usually depends on what cell phone you have. If it's an iphone, you can go to settings -> Sounds -> and switch on Pulse on Ring and/or Pulse on Silent. Hope that helps

For Android, the footstep are a bit various. You go to settings -> Sounds and Vibration -> Pulse Intensity. Here you can control when you want your phone to vibrate.
